2016 年村党支部副书记述职报告时光如箭，匆匆而过，一年转眼 便过去了。过去的一年对于我来说是积极奋发的一年，是充 满激情的一年。这一年多的时间里，在区委组织部门的关心 下、在镇党委政府的领导和陈墩村干部群众的帮助下，我虚 心学习，不断加深对农村政策的掌握。我勤奋务实工作，不 断熟悉农村工作方法和经验，同时积极带头创业，引领农民 致富。现将工作总结如下： 一、三个方面表现 1、理论学习 一年多来，我认真学习了党和国家方针、路线、政策， 尤其是十七大、十七届三中全会精神，深入领会了科学发展 观的内涵；对胡锦涛总书记关于大学生村官重要批示，国家 副主席习近平关于大学生村官座谈会的重要讲话以及省委 书记梁保华与大学生村官座谈会上的讲话精神等内容进行 深刻学习并且撰写了相关心得体会。在日常工作中我也虚心 向村干部学习，通过与他们的深入交流，让我懂得如何在村 里开展工作，如何处理各种关系等等，受益匪浅，我不断在 学习中丰富自己、充实自己、提高自己。
2、自身修养 在任职一年多的时间里，我勤于学习，扎实工作，在 实践中不断提高自身修养。平时我不断加强学习各种书本知！ 谢 正 指 出 请 敬 处 之 足 不 有 范 质 优 供 提 户 用 大 广 为 力 致 们 我 ， 文 本 览 浏 迎 欢 识，从中吸取精华。在不断的学习中，不仅学到了各种知识， 更让我树立了正确的世界观、人生观和价值观。同时，我注 重在实践中学习，面对农村的基层工作，遇到的事情是复杂 而又具体的，我在平时的工作中不断总结和积累处理从各种 问题中得来的经验，虚心向广大基层干部群众学习，努力提 高与基层干部、群众的沟通能力。面对工作中遇到的各种困 难，我没有退缩，而是不断的思考、总结，寻求突破口，同 时我结合实际不断创新工作方法，始终保持朝气蓬勃的精神 风貌和开拓进取的精神状态。在与干部群众相处的过程中我 树立了正确的权力观、 地位观和利益观， 真心热爱基层工作， 热爱群众，不浮躁，不急躁，把知识和能力奉献到基层中去。
始终做到以顽强的精神克服困难，以坚韧的意志扎根基层， 树立新时期大学生的良好形象。
3、廉政建设 我们是大学生村官，要牢固树立以廉为本的思想。大 家都知道“千里之堤毁于蚁穴”的道理。一年多来，我首先 以身作则做到廉洁从政，其次还把廉政建设作为自身建设的 一项重要内容放到突出位置，通过经常性的学习教育，规范 化的管理，努力使自己牢固树立正确的世界观、人生观、价 值观。在基层工作中我始终坚持公平正直，不徇私情，正确 行使党和村民赋予的权力，全心全意为村民服务。对于重大 事项决策，始终坚持民主集中制原则，公开办事，切实为人！ 谢 正 指 出 请 敬 处 之 足 不 有 范 质 优 供 提 户 用 大 广 为 力 致 们 我 ， 文 本 览 浏 迎 欢 民群众做好事、办实事。对于牵扯到农民切身利益的事情例 如小麦、水稻补贴、大病合作医疗等一定会进行张榜公示。
在努力抓好自身廉政建设的同时我发挥自身的优势，在我村 基层党风廉政建设中发挥自己应有的作用。工作一年多来我 通过举办讲座、图片展览等方式，积极向全村百姓宣传农村 党风廉政建设政策规定。为了进一步规范管理，我把农村工 作中的“口头”命令变为“书面”程序，形成制度，促进各 项工作规范，同时协助村党支部组建村务监督委员会，受到 群众好评。
二、主要工作实绩 1、挂线工作 工作一年多来，我在村中心工作中一直勤勤恳恳，同 时在实践中不断总结、不断提高，努力提高自己基层工作的 能力。对于自己协助村长开展的农业工作，我除了在做好惠 农政策宣传、籽种发放、小麦水稻收割、病虫害防治、知识 培训、补贴发放等工作的同时、还积极利用自己的特长，在 高效农业上寻求突破。我经常联系相关的专家对有高效农业 种植、养殖意向的村民进行培训，让他们了解其中的门道。
经过自己的努力，现在全村从事特色种养殖的农户越来越 多。目前，全村从事规模种植业的农户达到 20 多户，从事 高效农业养殖的农户达到 10 户，为推动全村经济发展，增 加农民收入起到了很大的作用。我另外的一个中心工作是基3 / 10！ 谢 正 指 出 请 敬 处 之 足 不 有 范 质 优 供 提 户 用 大 广 为 力 致 们 我 ， 文 本 览 浏 迎 欢 层党组织建设工作。在一年多的时间里我通过耐心细致的调 查、积极向上推荐发展了一批优秀党员。在年初学习科学发 展观实践活动中我以“一学习、二实践、三服务”活动为载 体，坚持把学习实践活动与村级党组织“建设结合起来，确 保活动见实效、农民得实惠。同时我协助村级党组织建立健 全党员学习制度，制定村党支部创建学习型党组织目标，创 新学习形式，丰富学用载体，有效激发了党员群众的学习积 极性。
2、创业富民工作 来到村里不久后我发现，农民最关心的是如何发家致 富？作为一名大学生村官，如何在带领村民致富上发挥我的 作用呢？经过调查走访，反复思考，我认为我村大部分群众 创业意识不强，创业积极性不高因此我深知要想引领创业必 须要做给农民看，领着农民干。后来经过耐心的考察，我发 现我村梨园组的养鸡业有着很好的基础，几个养鸡大户有多 年的养鸡经验，但是由于他们养鸡规模小、设施简陋，收益 一直不大，因此我萌发了帮助他们扩大规模的想法。因此我 决定在我村梨园组牵头成立养鸡专业合作社。经过耐心的准 备，2016 年 4 月，宿迁市宿豫区梨园养鸡专业合作社挂牌成 立了，我担任合作社的社长，目前合作社共有组员 8 人，社 员 60 人。为了扩大养殖规模，面对资金的困难，我耐心地 说服父母亲，拿出家中所有积蓄，先期投资 5 万元，然后又！ 谢 正 指 出 请 敬 处 之 足 不 有 范 质 优 供 提 户 用 大 广 为 力 致 们 我 ， 文 本 览 浏 迎 欢 贷款 5 万元，和他们共同投资在梨园组修建 6 个全自动化专 业养鸡大棚，养鸡大棚占地 25 亩，总投资 200 万元，每栋 鸡舍可养殖肉鸡 1 万只，每批养殖 5-6 万羽，年可饲养 5-6 批成品肉鸡，年利润可达 120 多万元，目前我们第二批肉鸡 已经出栏，由于目前市场行情好，每栋鸡舍肉鸡销售利润达 到万元。这一项目的迅速建设，顺利投产，不仅产生了巨大 的带动和引领作用，而且为想创业又心存顾虑的我村群众吃 了一颗“定心丸”。好多老百姓纷纷找到我，要加入我们合 作社，看到这些，我的内心无比的欣慰。全村目前已经兴起 了创业的热潮，在我和村书记的引导带动下，去年以来，村 群众先后引进和办起了服装厂、电子厂、玩具厂和灯具厂等 6 个项目，带动村 120 多名群众就业。
3、推进村级组织建设工作 我首先结合我村实际，始终坚持用“三个代表”重要 思想武装广大党员，扎实推进农村基层党组织的思想、组织 和作风建设，全面提高农村基层党员干部的思想政治素质和 参与经济社会发展能力；经常组织党员进行思想教育培训， 解决思想问题，建立健全了民主管理制度，实行村务公开， 每月召开一次党员会，讨论学习党的各项方针政策。抓紧抓 好理论学习工作，搞好“三个结合”，与解决实际问题联系 起来，着力培养贴近群众、贴近生活的典型，通过党员身边 的人和事来教育、感化、引导、激励他们，取得了显著成效。5 / 10！ 谢 正 指 出 请 敬 处 之 足 不 有 范 质 优 供 提 户 用 大 广 为 力 致 们 我 ， 文 本 览 浏 迎 欢 在处理问题的过程中，我广泛征求意见，使问题得以有的放 矢的解决。
同时，按照党的十七大精神，全面推进村级组织建设。
在各级党组织的领导下，大力加强村级组织建设，取得了明 显成效。一是长期不懈地抓好基层组织建设思想工作；二是 搞好基层组织的领导班子和干部队伍建设；三是严格按照上 级指示和要求扎实推进基层组织建设。我村现在已形成了良 好的基层组织运行体制，全面推进基层组织建设工作，顺利 开展了村的各项工作。
4、挂职工作 任职两个月后我开始在镇工贸服务中心挂职锻炼。工 作一年多的时间里，我始终保持勤勤恳恳的工作态度和良好 的工作作风，取得了一定的成绩，受到部门领导的好评。平 时我的主要工作是负责经济报表的统计、上报，经济情况运 行分析，和镇工业园区部分企业的帮扶工作。
在进行相关数据的录入、统计的过程中我始终保持着 严谨的工作作风，讲究实事求是，同时对每一张表每一个数 据都认真核对，确保不出差错。在帮扶园区部分企业的过程 中，我多次深入企业当中，耐心地和企业负责人商谈，探讨 企业发展中的各种问题，为其出谋划策解决企业难题，确保 企业做到早开工、早投产。目前我们园区 2016 年招商引资 企业部分已经投产，还有部分正在紧张的建设当中。相信这！ 谢 正 指 出 请 敬 处 之 足 不 有 范 质 优 供 提 户 用 大 广 为 力 致 们 我 ， 文 本 览 浏 迎 欢 些企业的成功落户、投产会对我镇经济发展水平起到推动作 用。
5、村内日常事务工作 本着为农民服务的宗旨，除了特殊情况我坚持做到天 天下村，协助村干部做好日常事务工作，不断深入群众，进 一步了解民情，加强各个业务之间的联系，把群众关心的问 题放在第一位， 积极解决好村民的矛盾， 取得了群众的信任。
6、城乡居民医疗保险和新农保工作 城乡居民医疗保险的办理是我入村后的第一项比较 系统的工作，通过广泛宣传，逐步使广大村民了解该项政策 的实惠之处，并发动村组干部、党员带头办理来带动广大群 众，经过努力，我村城乡居民医疗保险顺利的完成了预定的 目标。接着是新农保的开展，新农保工作是一项民生工程、 惠民工程，而其中最主要的是新农保的宣传工作，尤其是要 如何向每一位群众都要解释清楚、宣传到位。在村两委的支 持下，我也顺利完成了此项工作。

8、远程教育工作 村里远程教育设备齐全，网络畅通，但是来学习收看 的党员群众流于形式，不能真正用心领悟、学以致用，于是 我就在每次收看节目前先和大家聊，说说网络里丰富的知 识、科学的种养殖技术，再播放些来源于生活实际的节目， 把大家的思想统一到国家政策的前沿，让他们体会到从中央 到农村网络一线牵的真实。现在村里很多种养户都结合自身 发展状况积极学习技术知识。
9、知识培训工作 为了更好的帮助我村老百姓通过种植、养殖致富，我 多次联系相关专家对他们系统地进行相关知识的培训，让他 们学到种植、养殖的技术。目前，我村越来越多的村民已经 开始投身种植、养殖业，他们找到了一条致富的途径。
10、乡村环境综合整治工作 带领农民一起定期打扫乡村街道，清理柴堆粪堆，拆 除乱搭乱建，粉刷标语，悬挂宣传条幅，改善了全村人居环 境，提升了居民生活质量和健康水平。

12、为贫困户、老干部、老党员送温暖工作 在节假日期间多次深入贫困户、 老干部、 老党员家中， 让他们感受到党和政府的温暖。
13、其他方面工作 我积极配合村干部做好小麦、水稻播种、良种补贴工 作，宣传计划生育政策，及时更新村务、党务公开内容，整 理村级档案资料，关心老弱病残群体，及时化解内部矛盾， 搞好社会稳定，赢得了我村党员干部及群众的一致肯定和好 评。

2018 年村支部副书记个人总结范文 我从年起担任村支部副书记，今年上半年以来，在乡党委的 正确领导下，在各位干部群众的大力支持下，做了一些力所能及的具 体工作，下面我把 XX 年以来的工作情况汇报 一、挂职当正职，全力做好村支部副书记工作 在半年多的工作中，我并没有把挂职作为工作的跳板，而是 全身心投入到村支部工作中，努力做了以下几项工作： 一是开展工作调研，全面了解村情况。由于初到塔哈其乡阿 翁代伦村，我首先是全面了解村内百姓生活状况、经济状况和生产经 营情况，根据村党支部统一安排，进一步完善村里各项工作所需材 料，迎接年底的综合大检查。
二是关心百姓冷暖，切实解决生活困难。为了切实解决塔哈 其乡灾民生产和生活困难。XX 年元旦、春节期间，我汇同村两委班子 走访慰问“四老”人员和贫困户 18 户，送去了大米、面粉和清油，价 值 4000 余元。我还通过多种渠道，为全乡贫困户争取到了民政救灾资 金 35 万元，其中阿翁代伦村 5.5 万元，解决了贫困户的生产生活问 题。并协助 8 名困难户，申请到农村低保。
三是参与村内日常工作，为村民做好服务。利用休息日到市 里购买了 22 张办公椅，在一定程度上改善了村委会办公条件;全程参与 第 1 页 共 5 页 了葡萄基地的分配工作，通过先交地款、再张榜公示、后抽签分地的 公开程序把 1000 亩地划分給了 30 个村民;在“端午节”期间，带领村 代表塔哈其乡参加了县里举办的龙舟比赛和水中拔河活动。
四是做好村党建工作，使村内党建工作再上新水平。4 月 11 日，经组织安排我在县党校参加第十二期中青年干部培训。培训期 间，利用节假日，加班加点地开展着乡里纪检工作和村里的各项工 作。使阿翁代伦村的党建工作在乡里取得了第 2 名的好成绩。
二、纪检做表率，为全乡纪检监察工作做贡献 XX 年 3 月 17 日，我有幸当选为乡专职纪检副书记，在乡党 委的领导下，我以身作则做好纪检监察各项工作，尤其是乡纪委书记 的调离以后，由我一人承担起乡里的纪检监督工作，为全乡纪检工作 在县纪委工作督查中取得了优异的成绩。具体做到了四个加强： 一是加强机关干部队伍作风建设和依法行政能力建设。我首 先是完善制度。组织修订和完善了《机关干部管理制度》、《村级干 部管理办法》、《机关作风整顿效能建设实施方案》;其次是加强考 核。实行考勤周公示、月通报制度。加强对干部出勤和日常工作落实 方面的监督检查，每周不定期对乡直各部门、站所干部上岗、出勤、 工作完成情况进行督查，并与绩效工资和年度考核挂钩。通过行之有 效的管理机制，改善了机关工作作风，增强了机关工作人员的责任 第 2 页 共 5 页 心，提高了工作效率;第三是实施重点督查，加大了行政执法工作监察 力度，对越权执法和履职不到位的问题进行严肃处理，对村、站所干 部进行了任职前廉政谈话，建立起“不敢为”的惩处机制。
二是加强纠风治乱工作，推进决策民主化、科学化。大力推 行党务、政务、村务公开建设，乡党委、乡纪委在大院内设立了党 务、政务公开栏，在全乡 5 个行政村均设立了公开阵地。对村级财务 收支情况、重大村务决策、执行情况以及村干部依法行政情况进行公 开;积极推行党务、政务、村务公开“阳光工程”，把群众关心的热 点、难点问题公之于众，坚持和完善村级事务民主决策制度。选聘 8 名政风行风监督员和巩固创新“示范窗口建设”评议员，通过明查暗 访和质询听证，发放问卷等形式，对存在问题及时整改。充分发挥塔 哈其乡便民服务大厅的作用，实现了政府与服务对象“一线通”，切 实提高办事效率。
三是加强廉洁自律教育。积极学习贯彻落实党的 xx 届五中全 会精神和《中国共产党党员领导干部廉洁从政若干准则》，使党员干 部从思想上重视，从行为上规范;在全乡各党支部开展了《中国共产党 党员领导干部廉洁从政若干准则》理论测试活动，测试优秀率达到 95%。加强民主管理，深入开展“勤、廉、述、询、评”建设。增加工 作的透明度，坚持把重大村务、财务和村干部施政行为作为监督的重 点。加强各村民主管理工作，推行村两委干部廉政谈话、民主评议、 第 3 页 共 5 页 村干部勤廉“述、询、评”工作、村民理财等制度，形成对村干部事 前、事中、事后的全方位监督，减少漏洞，避免缺陷，确保监督规范 化。今年以来，群众反映村干部在财务、村务上的信访案件明显减 少。
五是加强中央新疆工作座谈会精神贯彻落实。中央新疆工作 座谈会结束后，我们积极采取措施，抓好学习传达，着力提高基层党 员干部的思想认识。通过座谈讨论、个人自学、撰写体会文章、专题 辅导等形式，加深对会议精神的理解，确保学深学透，学有所悟，学 有所获。加大宣传力度，着力营造浓厚的舆论宣传氛围。采取多种宣 传形式，及时把宣传范围扩大到广大群众，确保会议精神落到实处。
全面落实“三管、一责任、两制度”，严格落实执勤巡逻力量和重点 区域防控力量，加强组织领导，强化督促检查，打牢基层组织基础的 良好局面。
除此之外，我积极做好乡党委安排的各项工作。12 月底，完 成乡里一年一度党内统计年报表和新疆专题调查统计工作;XX 年 2 月， 被抽调参与乡第十三次党委、纪委换届选举工作;XX 年 6 月抽调参与塔 哈其乡人大换届选举工作。

村党支部书记上半年个人工作总结XX 年上半年个人工作总结 xxxx 乡栏杆村党支部书记 xxxx XX 年以来，我在十六大、十六届三中全会、十六届四中全会 的精神指引下，解放思想、实事求是，组织和带领全村党员干 部群众坚决贯彻和落实乡党委、政府的各项安排部署，取得了 经济建设和各项社会事业的全面发展进步。现就具体工作总结 如下： 一、思想政治方面 作为一名村党支部书记，我注重加强自身政治理论学习，不 断提高思想政治素质，坚持用“三个代表”重要思想武装头 脑，指导工作，全面、正确、积极地贯彻执行党的基本路线， 坚持以经济建设为中心，坚持四项基本原则，坚持改革开放； 全面贯彻中央的重大决策和部署，坚持民主集中制，在重大问 题的关键时刻和政治斗争的风浪中能够经住考验，坚决维护了 党的集中统一。

二、工作方面 （一）农业农村经济方面 XX 年我带领全村广大党员干部群众加快农村经济结构战略性 调整。优化种植业、主攻畜牧业、大上林果业，积极发展农村 二三产业，推进农业产业化经营。XX 年我村各项农业生产目标 任务圆满完成，并积极做好新技术推广应用，播种密植棉花 1480 亩，亩产增收显著。并种植西、甜瓜 250 亩，每亩纯收入 1000 元以上，成为今年我村农民增收的新亮点。还种植 550 亩 蔬菜，新建果园 820 亩，超额完成乡党委、政府下达的 660 亩 的任务，从而保证农民多渠道增收。村集体经济也不断发展壮 大，我村由以往的“空壳”村，变为现在拥有银行存款 6.5 万 元，解决了我村有钱办事的问题。还按照上级要求，在全乡率1 先完成水费、防雹费等费用的收缴任务。还自筹资金对原有 400 亩低产田进行了彻底改造，后重新发包，每亩村集体多增收 70 元以上。
面对农业基础设施薄弱的情况，组织全村党员干部群众，投 入 8000 余元，新修卡尔苏大桥，还投资 2 万元新修马扎河大 桥，方便了群众。还组织修路，共修大小桥梁 67 座在与新和交 接地带，加固防洪坝，并植柳树 3900 棵，防止了水土流失。
还大力利用“科技之冬”教育和培训农民，用先进的农业科 技技术武装广大农民群众，面向市场，向农民进行市场经济知 识教育，进行短期实用技术培训，增强农民市场意识、开放意 识、发展意识，不断增强了农民在市场经济条件下艰苦奋斗、 脱贫致富的本领。
