物流质量管理,所谓质量,是指产品或工作的优劣程度。它是衡量产品或工作的一项重要指标。质量用于管理,最早是在生产领域,而在整个社会化大生产的运行体系中,物流以商品的实体转移的形式联接生产与消费,是生产在流通中的延续,因此,它也存在着质量问题,也需要开展质量管理。物流质量,既包括物流的产品质量,也包括物流的工作质量。

1.物流产品质量

物流产品质量包括以下三个内容:

第一,保护商品质量。物流的生产过程就是商品实体的流动过程。一般来说商品在进入流通领域前就已经具有一定的质量,如有合乎等级要求的尺寸、规格、性能、外观等。这些质量是在生产领域形成的,物流生产主要在于转移和保护这些质量,保证最后把商品完好的交给用户。

第二,改善商品质量。物流生产不仅仅是转移质量和保护质量,为了满足需求多样化和方便流通于消费,现代物流采用了较深层次的流通加工手段,不但进一步提高了商品的质量,有的还改变了商品的形状和性质,从这一意义上讲,物流的生产过程也是商品质量的“形成过程”。

第三,物流服务质量。物流生产的任务,就是按照用户的需求,把商品实体从生产者转移给消费者,即提供服务。可以说物流生产的主导产品就是服务,其产品质量就是服务质量。上面所谈及的保护商品质量和改善商品质量,都是物流服务质量的重要组成部分。物流服务质量具体体现为,商品规格、品种、数量的保证程度,配送交货期的满足程度,成本及物流费用的水平等。物流服务质量追求的目标,就是能满足用户在规格、品种、数量、时间、地点、价格,乃至是性能等各方面的要求。

随着我国物流业的快速发展,物流市场出现了多种类型的物流企业,传统运输、 仓储、货代企业开始向物流领域拓展,新兴物流企业大量涌现。国外物流企业也看好中国的物流市场,加快在中国市场的拓展速度。物流业形成了多种类型物流企业共同发展的格局。但与物流业发达的国家相比,我国物流业仍处在发展初期,物流企业发展还很不成熟,主要体现在现代物流理念淡薄,经营观念落后,缺乏现代物流服务模式的开拓创新。随着市场竞争的加剧,不同厂商的产品

差异性越来越小,企业纷纷在降低物流成本、提高物流服务水平上下功夫。为了以较低的交付成本、更好的物流服务在国内、国际市场中赢得竞争优势,物流服务水平越来越成为企业总体战略中不可分割的组成部分。JIT及全面质量管理在日本企业的成功运用得益于物流服务水平的支援,降低了库存水平,提高了物流绩效,尤其提高了日本产品在国际市场上的竞争力。据国际货币基金组织的研究统计,物流成本平均约占全球国内生产总值的12%左右,美国、日本物流成本占GDP的比例分别为10.5%、11.4%,中国物流成本占GDP的比例为16.9%。对照世界上发达国家或地区企业物流的运作模式和中国企业物流的现状,中国企业物流要超越传统物流服务模式,在服务理念、服务内容的创新和服务方式和理念上必须实现创新。

伴随中国经济的快速发展和经济全球化步伐的加快,商品贸易规模迅速扩大,物资空间移动的广度和深度也随之扩展,因而对于物流活动的效率、物流的快速反应能力以及信息化程度都提出了更高的要求。同时,物流需求的个性化、多样化和高度化,要求物流服务企业必须不断改进和优化企业的经营模式,有针对性地开发新型物流服务,以适应物流市场的变化,提高企业的竞争力。 现代物流的本质是服务,物流企业的目标就是要满足货主企业向其客户提供物流服务的需要,传统物流企业仍然主要在提供运输、仓储等功能性物流服务,通过比拼功能服务价格进行市场竞争。要改变这种状况,一个重要方面就是要超越传统物流服务模式,在服务理念、服务内容和服务方式上实现创新,无论是在服务能力上,还是在服务质量上都要以货主满意为目标。随着工商企业物流理念的成熟,他们在要求提供运输、仓储等一般性服务外,还希望物流企业提供物流网络设计、库存管理、订货管理、流通加工、定单处理、信息服务等一系列的增值服务。

2.物流工作质量

物流工作质量是指围绕物流生产所做的各方面工作的质量,其大体可分为:经营决策工作质量和现场执行工作质量。前者包括:服务项目决策的工作质量,服务质量决策的工作质量,科研决策的工作质量,技术改造决策的工作质量,人才开发决策的工作质量。表现为企业领导层对物流重大问题决策的效率、正确程度及其效果。它对促进物流服务质量的提高有重要的作用。后者包括:管理工作质量,技术工作质量,辅助服务工作质量,安全工作质量,环保工作质量,思想

工作质量等。表现为职能管理部门对物流生产过程计划、组织、控制的工作效率,技术部门的设计和工艺水平,生产过程中各个工作岗位的工序质量,思想工作部门激励工作的效能等。它对保证物流服务质量的提高起直接的作用。

物流工作质量与物流服务质量关系密切,服务质量取决于工作质量,工作质量是服务质量的保证和基础,所以,提高物流服务质量管理要从工作质量入手,把物流工作质量作为物流质量管理的主要内容及工作重点。总之,了解物流质量,必须树立一种全面的质量观,也就是说,既要明确物流的产品质量,也要明确物流的工作质量,还要明确在现代商品的质量保证体系中,对用户的质量保证不可能完全依赖于生产,而且依赖于流通。

长期以来,一提起物流,人们大都只关心数量问题,企业注重的是储存量、运输量,常常忽视物流质量,这已与当今市场经济建设及人们商品质量意识的日益增强不相适应。毫无疑问,流通企业必须讲求物流质量、强化质量管理。

我国物流理论研究的两大领域—物资流通和交通系统,不论是物流战略规划还是物流经营管理理论的研究,都从研究者固有的立场和视角出发,片面地强调某个局部的功能要素,缺乏综合性,导致了人们对物流认识偏差。直到20001年4月,我国物流的 基础性国家标准《物流术语》才正式发布。对于适合我国国情的物流理论尚缺乏深入研究,同时部分理论研究与实践严重脱节,理论成果的可操作性不强。

在“经济全球化”、“物流无国界”,市场竞争日益激烈,顾客需求不断变化的环境下,美国的企业在与日本企业竞争时,尚感觉到了压力,他们纷纷实施归核战略一一企业集中资源,培育其核心能力,大力发展核心主业,把主业做大,做强,做精,并在全球范围谋求物流外包或与全球的外部企业缔结战略联盟,以整个供应链的整体优势参与国内,国际竞争。我国在快速多变的市场竞争中,单个企业依靠自己的的资源进行自我调整的速度很难赶上市场变化的速度,因而企业必须将有限的资源集中在核心业务上,强化自身的核心能力,而自身不具备核心能力的业务以合同形式外包。针对以上情况中国企业物流的发展战略有以下几种:

1.加强物流学科建设,加快人才培养

据中国物流与采购联合会统计,2009年物流本科教育方面,我国以专业的

形式出现或者是以专业方向的形式出现的大学至少有40所;有50所高校设立了交通运输和交通工程,电子商务专业等与物流相关的专业。一些高校已经意识到了物流人才紧缺的现状并开始学习发达国家的先进物流教育经验,物流研究机构也相应出现,这一切已经成为物流专业人才和学科体系的支撑,但进一步加强物流学科建设,解决理论和实际结合问题,加快人才培养,仍是我国高等教育物流专业建设的当务之急。

2.加快物流标准的制定

建立全国物流标准化技术委员会,对物流标准化问题进行统一协调,规划,管理。物流标准化是以物流为一个大系统,制定系统内部物流设施,机械装备,专用工等的技术标准,包装,仓储,装卸,运输等各类作业标准以及作为现代物流突出特征信息标准,形成全国以及和国际接轨的标准化体系

3.创造现代物流发展的良好环境

中国企业要按市场规律构筑适合自己的一体化物流战略,离不开完善的宏 观环境和外部环境。中国政府要加强和完善物流法律、法规建设;应采取积极的财政政策、税收政策、金融政策等;要为物流企业、物流服务企业在跨地区经营的工商登记、办理证照、统一纳税、交通管制、进出口货物查验通关等方面创造良好的经营环境;要扶持、引导物流企业、物流服务企业引进先进装备,改善物流设施,进而提高物流绩效和物流服务水平;要积极鼓励和扶持有一定基础的大型货运企业或储运企业完善服务功能,实现向物流服务企业的转变,推动第三方物流服务市场的形成;要健全社会保障和就业机制,促进生产性和流通性等企业更多地使用社会化物流,既提高经济效益又提高社会效益。

4.加快物流基础的设施

加快综合物流中心的建设,是提高物流综合效益的核心。大型综合物流中心,是指多功能、高层次、集散功能强、辐射范围广的社会化物流中心。发达国家的经验表明,综合物流中心在地区经济发展中极具重要作用。加快物流基础设施建设关键在于资金的筹集,企业除调集自有资金外,重点要引入市场竞争机制,坚持“谁投资,谁受益”的原则,以多种方法吸纳资金。
