　　 Connie Hedegaard, the European commissioner for climate action revealed that so far 8 Chinese airlines and 2 Indian airlines that used the EU countries’ airport within the EU territory had failed to submit up to standard aviation carbon emission data for 2011, according to China Business News. If these airlines ignored the application to submit data before mid June, the EU countries would impose sanction, said Connie Hedegaard.
　　“If the EU does implement the punitive measures, we’ll take counter measures accordingly,” Zhu Qingyu, Director of the Market Research Department of China Air Transport Association told the reporter, “The EU’s such unilateral behavior does not only go against the interna- tional convention, but also against the bilateral air service agreements among countries if it implements on-fly ban on flights bounding for the EU.”

　　The EU insists on charging for aviation carbon emission, while the domestic airlines refuse to pay. More challenges may pose to the domestic airlines in future. Several aviation insiders said that the companies should seek a global solution for carbon emission of which the airlines across the world are calling for on early formulation.
